I made that comment a little while ago. That said, I'm pretty sure my comment about "not letting you get the bad cards" was talking about how the card feels, not how the card plays. Cards that actively advocate spending more money to make certain your deck is full of no commons feels bad, to many new players, as well as me. Your experience may vary.
It doesn't absolutely imply it, but it does somewhat correlate...
Also note the comparison with Planar Portal. You're paying half the mana to get to search for maybe 80% of the options.
A couple of other notes. This is an enchantment and there's a strong guideline that enchantments should never tap. (That's part of the reasons why the Theros god weapons are artifacts as well as enchantments.) Also, this might also be worth comparing with Scepter of Insight. These costs work out as about "draw a card".
Oh, and also also, referring to rarity is somewhat problematic. If I show you an old, say, Blistering Barrier, Breezekeeper or Dread Specter, would you know which one isn't common? Asking players to check Oracle mid-game is never good; doing it every turn is worse. Also it creates a difference between Invasion copies of Chromatic Sphere and Mirrodin copies of it, which is something Wizards try quite hard not to do.
Vitenka - It's the gatherer entry which is the official ruling for any card. I agree that this is very overpowered.
jm - Rarity doesn't mean that a card will be good though.
Non-common is an... odd restriction. My problem isn't the same as Vitenka's problem... I just find it odd to see a card say "Search your library for a card... but only if it's better than other cards. You're not allowed to search for bad cards."
But, yeah, otherwise cool. I don't have a real problem with non-creature getting a sorcery that puts a creature into play. I have fond memories of playing Spellweaver Helix to keep playing One Dozen Eyes.
Oh, and yes, I have to admit this is horribly overpowered as far as casting cost is concerned. This seems much better than Birthing Pod... and that card might be too good.
Sadly there are a few too many "I'm not a creature, see? It says so right there on the WHAM" cards. And if I had this I'd deliberately use card from unlimited era just to annoy you.
And repeatable search is really freakin strong. And it can search out its own second copy and then it really goes nutso.
I do like it though. Not sure how expensive it needs to be fair; but it's a great way to let people build combo decks without having to first master the intricacies of building boring solid decks that actually have a chance to draw their combo.

i had Unstable Mutation in mind, so no tiberium counters. and about the wording... it should happen at the creatures controlers upkeep. so wait...
Why not a tiberium counter?
And it should read: "Enchant creature At the beginning of your upkeep put a +1/-1 counter on enchanted creature."
reduced cost by (2/g) for now, im not satisfied with this card yet...
And it lets you... rearrange your 'sac for one mana' counters and remove all of your opponents (well, force them to remove them to stop you stealing them)
Seems underwhelming for the cost.

Yeah; non-harvester makes some kinda sense for flavour.
For flavorreasons I would sugest: "Non-harvester creatures with tiberium counters on them are mutants in addition to their other types."
Maybe this should read: "Remove all tberium counters from all permanents. Put that many tiberium counters divided on any number of target permanents." to clarify what it does.
And at first glance five green mana seems extremly expensive for a set where you will never play green alone.
