I agree - but it seemed just a tad too weak. This way, it can be cast on turn 3 on the draw (the ideal use case) if an opponent plays a nonbasic the first 3 turns. For the others in the cycle, "three" would maybe be too powerful.

Weird to break the "four or more basic lands" pattern here.
I think this needs "If an opponent controlled four or more nonbasic lands as you cast ~" instead.
Should be "nonland permanent". Even knowing little about Pioneer specifically, I cannot imagine that a two-mana land destruction spell with an additional upside can be too good an idea.
Made a 2/2 - this makes it more of an obvious choice over Scavenging Ooze in decks that have Black. As a 1/1 or 2/1, it's very possibly not worth the trouble.
Downgraded to Uncommon for now.
Updated to say "cast" instead of "play" to prevent playing opponents' lands.
