This is better than Act of Treason in two ways. It should cost more.
Also, the "If you control a Shiftrr" ability is... black? I guess? Generally, black causes purely punitive discard (without forcing card draw first) on opponents. But the odd tax ability makes it feel blue instead.
That kicked ability appears almost exclusively in white.
That first ability is pretty neat, but the second ability is extremely niche, and "storm count" has no rules meaning that I'm aware of. Is that a mechanic from this set?
Why does this turn nontoken creatures into tokens?
Ignore the ability means Ignore shroud, will clarify.

Um, the creature has shroud. So it can't be targetted, so why the extra "Ignore this ability"? What's the intention here.
But making everything 0/1 forever is kinda a major ability; even without the ability to shoot them. So this probably wants to be a bit more expensive. It's certainly a thing blue can do though.
