Um, the creature has shroud. So it can't be targetted, so why the extra "Ignore this ability"? What's the intention here.
But making everything 0/1 forever is kinda a major ability; even without the ability to shoot them. So this probably wants to be a bit more expensive. It's certainly a thing blue can do though.
Ignore the ability means Ignore shroud, will clarify.
