Huh; it's the blue duck-wrath. We don't see that very often.
Interesting rider, and amusingly it won't stop an opponent using another copy of this to only-sort-of counter your avatar.

Should tempest be a state trigger, i.e. "When it has 3 or more counters on it, etc"? Right now, if you cast this with X=3, you still have to wait until your upkeep.
