Also this could say "If this is the first spell you've cast this turn" because that's more common and also i think preferable to play and therefore better design.

It could also definitely be an instant (which also adds to the flexibility of this design)

yes. The first one is debatable, I would say restricting it to just YOU would make it too easy, as opponents casting spells will 'fizzle' it. That means you have to strategically burn stuff, and opponents can work around it. Ofc i sucks if u cast this at their upkeep or something, and they play an instant. (the stack resolves in backwards order, you probs already know.) Then you got played LOL.

Maybe, just makes for unfun play design ):
