I can't say I like the name entirely. I get what I was getting at but it could be more apt.
I would say it's a bit too complex for a common. That's a lot of text to process.
Also, is it intentional that it doesn't untap the creature? That seems like an easy thing to miss - both as a designer and as a player picking this in a draft - given the precedent of these effects almost always untapping the creature.
I think the name is good.
UEOT control creature on a common is going to be very annoying; I feel. But the effect is fine. If not untapping is intentional, I think you should reminder-text it.

Isn't that a kidnapper more than a larcenist? A Goatnapper but for kids... I mean, someone who takes people rather than their things.
