Phoenixes cannot be blue, i don't think making it an illusion allows that to be okay.
Ignoring the color flaw: the text could be simplified to something like:

OR if that is too strong
Whenever you cast an instant or sorcery spell, you may return Phantom Phoenix from your graveyard to your hand.
the way you have it now is over complicated and adding a lot of weird steps when you really dont have to
