Hard for me to judge the power level here but at first thought; it seems too splashable for what it does. Seven cards is a lot-even something like Sanity Grinding has to work to hit that many cards-and to counter a spell and mill that many without having to dig into blue makes it seem like this card isn't as rooted in the color as it needs to be.
