Why the taxing effect on the last ability here? Doing one preventable damage like this doesn't seem overmuch.

I like the taxation on the third ability mostly as a way to set up other taxation shenanigans. It also does double duty, allowing you to ping your own dudes to set off damage trigger abilities.
