Yes. Mind control is to powerful in limited at five mana so you need to design either a more restrictive cheaper version (e.g. Domesticate) or a more expensive version with a minor upside.

So this current version is based of a slightly cheaper Lay Claim. You can also steal planeswalkers for flavour reasons but it's otherwise the same type of card.
