It's quite close to Wildfire Eternal. Looks fine to me though I'm not a fan of cards that 'skip costs'.
I blame all skipping of costs on Alpha's Resurrection everything else is just following through on the premise.
Wildfire Eternal is a lot deeper since it sets up a dilemma. Yet this card was not necessarily meant to be deep, so that's cool with me as well.
Alpha set a lot of "premises" that have since been dropped.
Heck, as great as it was flavorfully, the set was full of cards that are nigh unprintable by today's standards/conventions:
Nevinyrral's Disk, Flashfires, Psionic Blast, Tundra, Stasis, Mox Sapphire, Sinkhole, Winter Orb, Armageddon, Balance, Island Sanctuary, Chaos Orb, Contract from Below, Black Vise, etc...
Not to mention creatures sucking and "interrupts", "mana sources" and whatever.
While skipping costs might not seem such a major issue, it is IMO fundamentally a design flaw that always suggests restricting following/surrounding designs. Though unlikely and probably non-viable, casting something like Cruel Ultimatum, Violent Ultimatum or Decree of Pain with this is, well, "stupid" on multiple levels.
