Very simple effect; probably very powerful. Compare Pendelhaven. Likely to be found in the set's tournament aggro decks (I'm always amused to remember mono-red Goblin decks that played a singleton Pendelhaven). Somewhat comparable to Bone Saw: you have to pay the mana every turn rather than once, in exchange for it not taking up a spell slot in your deck.

I think it's good, but I don't think it's actually overpowered. "Sees tournament play" doesn't automatically mean "should be nerfed".
