The two triggered abilities should definitely be separated so it's clear it's two triggered abilities, unlike most O Ring effects nowadays.
This might have an unintentional side effect when cast on an end step with fleeting. It would then be sacrificed on the next turn's end step. This is the reason why Waylay has been errated to say "... at the beginning of the next cleanup step."
Just saying as I'm not sure if you're aware of this.
Nope. Waylay is a fluke from when the turn structure was different. Let people have their fun. I assume this'll be the only one with flash, so don't break the standard.
