This is very interesting. Like Erratic Portal / Crystal Shard, the first time it can catch someone by surprise; and after that they need to leave {1} up at all times. This isn't quite as free to activate as the Portal/Shard, as you still need to discard a land, but it's very much the same space, and being instant means the first time can catch someone even more by surprise like during combat. I like it.

I wonder whether it needs the double {u} in its cost. I might expect to see this at {1}{u}. But I could be wrong. Or if blue in the set is too good, this is a fine way to rein it in a tiny bit.
