If you're putting the new card into hand, you probably don't need the CMC restriction. Fabricate is 3 mana at sorcery speed and doesn't need the sacrifice.

I expected this was going to put the new artifact onto the battlefield, and I was just getting ready to look for cases where that might be broken. But if it's going to hand, at the very least it could be CMC equal or less than that of the sacrificed card.
