It feels not ideal to reprint a card that was in both Mirrodin and Scars of Mirrodin. But the set wants a Pacifism effect, and it doesn't want to be another artifact hoser, and I've always like Arrest since its original Mercadian Masques printing.

Plus the flavour is better here than it was in either of those sets. This set actually has policemen and -women in it.

I second one of those comments I saw that 'policeman' sounds kinda politically incorrect, not to mention not very Magic-ese. Dunno what to replace it with though. 'Officer?'
