I'd like to make this apply to opponents too, so that it can be used to support a mill/graveyard-filling strategy. But the wording gets icky when you consider effects like Temple Bell that make multiple people draw a card at the same time.

Could get halfway there with "target player"; but I agree, it's hard to make it apply to everyone.

Technically, I think "The next time each player would draw" works, but it really sounds like it only applies if everyone's drawing at once.

Hmm... "The next time target player would draw a card this turn, instead that player looks at the top two cards of his or her library, puts one into his or her graveyard, and draws the other." Yeah, that's not too much wordier than the current only-you effect. I can go with that.
