Looks a lot worse than Portent. And okay, Portent is a good card, and you don't have to be as good as Ponder; but comparing this to Ponder it's 1) more expensive, 2) doesn't give you the shuffle option, and 3) doesn't draw a card. That seems quite a lot of negatives.

The problem seems to be the ability to mess with other people's libraries. How much does that cost? I don't know. What I do know is that Architects of Will costs four mana for a 3/3 with this ability and the ability to cycle for cheap. And I've played the architects enough times. It's decidedly so/so.

Given Listen to the Wind doesn't draw you a card, I'd be willing to believe it just costs {u}. I mean, you can really mess with an opponent. But the same could be said about the Pain side of Pain // Suffering. By making an opponent discard a card, you could really mess with someone. So what? You're down a card, and so are they.

This card was originally a Preordain reprint, but I know Preordain is a little too powerful. I think I went a little too far in the de-powering of it though. I'm thinking about changing it to target opponent, dropping the cost, and adding the draw.
