Want to cost high to avoid people always playing it as a mediocre burn spell or an artifact destruction spell if necessary, removing the tension of ever playing an artifact destruction spell.
What if your opponent has an artifact creature, say Phyrexian Dreadnought? There's no way you could Shock that thing, and since Crushing it seems impossible, why should you be able to Shatter it? My point is, make it target creatures and noncreature artifacts. By the way, I have a more powerful version in my set, http://multiverse.heroku.com/cards/8498 .
I think I'm happy that you just get lucky in that case (Electrostatic Bolt is sort of precedent that red can do extra damage to artifact creatures). But if I developed it further maybe I'd decide I prefer the crush version (maybe at a slightly cheaper cost), I don't know.
