There's a common cycle of artifacts which sink one type of power without sourcing it, but are still some use without that power. Others are Pneumatic Syringes for [Chemical], Irrigation Spraywheel for [Torque], Malignant Buzzer for [Radiation] and Voltaic Shamble Engine for [Electrical].

I like the flavour of the cycle :)

In initial playtesting this turned out very useful. Particularly with a few Steam available, but perfectly serviceable without.
