The secret motivation for this card (and also Polymath's Ritual) is to provide a way for people to activate power abilities (i.e. ones that cost [Steam], etc) by surprise. In this case, this can work with the common land cycle or the common ": Add [{power}]" cycle, to provide situations when it looks like someone's tapped out so their power ability can't be used right now, but this card can allow them to activate the power ability by surprise.
