Very, very tangential reference to TMNT and reversal of usual blue drawback. But random evasion is in-flavour for blue.

Seems like the right price and rarity. Almost as good as Phantom Warrior.

I resisted giving it type "turtle" but not sure if I should. Good point on cost.
