Yikes! That's a terrifyingly powerful ability. At least the land doesn't actually produce mana, which puts it in a weird spot, but I think this card would be overpowered:

And this is better than that (isn't as easily removed or countered, filters mana a bit).

I fear the activation should cost at least 6. Either that or remove the "at random". Even casting Cruel Edict every turn for 5 mana is very strong... so yeah, I think the cost needs to go up and you need to remove the "at random".
