Is this meant to target creature cards in graveyards?

Yick! You're saying this is meant to cast Repel every turn? Not only is that out of colour, it's also completely obscene. "You get no more draw steps unless you decide to stop casting creatures and wait for me to bounce all your creatures. Have fun."

That's a pretty crazy ability to put on a land. I'd also like to add that the restriction seems bizarre. Players will look at it and say "Why would not have 5 lands when I probably have to tap 7 to activate this?"

That's a blue ability.

Maybe {3}{b}{g} for Zealous Persecution? That might be okay. (Remember, lands are OP.)

The boost doesn't fit the flavor.
