It's Ingenious Thief / Telepathic Spies. I like those cards. This is a bit expensive though (and can be common, though it probably doesn't have to be).

Blue doesn't normally get vigilance, though I can see the flavour reason why you want it here. Maybe make the cost {w}{u}?
