Usually tap abilities in white have a colored mana activation cost in addition to tapping.
They do usually, and that's usually better design (it allows for "shields down" moments). But Ballynock Trapper was a 4-mana creature that tapped creatures without a cost, and so this seems potentially fine to me. (Although it'd probably be better to add a
to the activation cost and make some other aspect slightly better to make up for it.)
Minister of Impediments didn't either. It's merely a balance aspect of the card. This issue came up because of one of the questions in GDS2, and it turned out that this is perfectly fine.
