Magic normally says "X or less" or "X or more". Changing that might lead to people confusing what this does. (People don't read what they already know.) I'd suggest making it one cost more and changing to "X or less".

Or just make the card slightly stronger by saying "X or less". A cost of {x}{1}{u}{u} is pretty ugly - ISTR hearing that Unwilling Recruit came from design costing {x}{2}{r}, and they changed it to {x}{r}{r}{r} because {x}{2}{r} looks confusing.

I don't know how much this should cost, but I agree that it should be just {x} and {u}'s.
