Man, this breaks so many things.
Hmm. Does it? It gives you 5 mana with Devoted Druid or Wall of Roots, and it grows very quickly with Cathars' Crusade or Celestial Ancient, but none of those seem that broken. I guess it switches off all your cumulative upkeep cards, which is pretty nice. It does stop you using quite a lot of things as well, starting with planeswalkers, storage lands, anything that uses charge counters...
With a hard-cast Decree of Silence, it counters all opposing spells forever. Not bad for 13 mana.
Force Bubble, from the same set, is 9 mana to prevent all damage to you, and at that point why are you not just playing Empyrial Archangel?
It also allows for infinite recursion of Persist and Undying critters. Hello, Bloodflow Conniseur + Murderous Redcap!
Infinite undying, sure. Only 5 extra persist triggers, which isn't bad but you'd usually rather have Melira.
Bloodflow Connoisseur has "Sacrifice a creature: Put a +1/+1 counter on Bloodflow Connoisseur." Sacrifice the Murderous Redcap, both the Connoisseur's +1/+1 counter and the Persist -1/-1 counter go onto Vortex of Semblances, cancelling each other out. Persist check triggers, returning Murderous Redcap to the battlefield, which triggers Redcap's ETB 2 damage. Repeat as necessary, that's what I was getting at.
