Need help with this one. I know it will work with some combination of elkin draw, random order and damage to self. As it is it obv doesn't work but is supposed to complement Brainstorm, Drainstorm and the bunch.

How about: "Exile the top three cards of your library; you may play one of them this turn, when you do, ~ deals 3 damage to you"?

(3 damage because 3 cards is quite a lot for red.)

I also suggest making a non-land restriction, and dealing damage equal to casting cost.

That's a good idea but I already used it with Chandra's Investigation. Also I would be happier with a solution that includes putting cards from the hand on top of the library to set up plays with Miracle or Cascade.

Note that the powerlevel of this set should be such that the card could probably see play in Legacy or at least be close to that. For a set that's meant to resemble the powerlevel of current standard I would totally agree with what you said.
