Seems pretty strong. Seed Spark was very expensive, but this is strictly better than Disenchant, isn't it? Wizards don't do that very often. I'd have expected this to be {2}{w}.

I love the way you can maindeck this as an Errand of Duty and a way to trigger snowfall at instant speed, though.
