Is it okay that this is a white card that fits in a monored deck?
To be honest, it can be confusing in draft. I don't know how many times I had problems reminding myself that any color could use Gathan Raiders. It wasn't a major problem, since it was just one card. 10 cards like this one, though, would probably drive me crazy.
Yeah, there aren't going to be many like this. I think it's ok, it makes you think a little more when drafting.
Don't confuse "This is complicated but worth it because it leads to interesting decisions" to "This is strange so sometime people will mess it up". The first is a fun kind of complication and the second one isn't.
I'm not saying you should change this. Just keep it in mind.

That would be better in concept. But judging by the card,
is completely fine and probably weak. If you want it to be better, try giving first strike.
this is supposed to fill a slot of cards that are ok in one color, but get better in two. does

Yeah, that sounds fine to me. Boros Recruit was never especially exciting, and Tundra Wolves is a low pick even in a normal set. But two 1/1 first strikers for
is a pretty nice deal (compare Raise the Alarm). So it'll be a mid-level pick for red-white or a late pick for mono-white.
Alternatively, you could make it 2/2 first strike for
, recruit 

(or 

). That's more exciting for both white and white-red.
I know removal is a thing, but two bodies with 4 first-strike power is definitely going to hold small aggresive creatures.
Plus, I like that white gets the 1/1 for one in a cycle/mirrored pair/whatever.
