Part of the rare cycle of artifacts that likes a specific color, as seen on Corrupted Ring. Originally, I had this card on 6, equip 7... but, man, this thing was a monster in red. Do you have 6 goblins in play? Pay , put this into play, and toss the Rod around to deal 9 damage split three ways each turn. No extra mana investment necessary.
I assume 7 is more fair. 6 is always on the edge of 'could possibly turn up on turn 6.' 7 is always mid-late game.
