I like this, though of course it's very easy to find things if you only have one card at each CMC.
That casting cost or less would put a bit of randomness into this... of course, that is assuming you want the randomness, and not the option for a toolbox card. I'm also starting to think that Polymorph would make a cool spell if it cost
