This could give +3/+3 and I would still consider it to be generally worse than Overrun. Maybe "Put two +1/+1 counters on each creature you control. Shuffle..." ?

Well, it's cheaper than it. But yes, significantly less useful - than one of the most iconically great finishers green has got.

And odd to give toughness for a sorcery; when you can't use it to defend. "Until your next upkeep" maybe?
