Unchanged from Chrono Boost, though tuxdev commented that the name might be more suited to "minor effect+cantrip". Thoughts?

Very strong, and potentially broken with free counter removal. But It's a self contained set anyway.

This seems very weird that it works in the opposite direction to all the other psi cards. Why not give this Psionic 2 and then have the counters removed rather than added.
