Another variance on Crystal Refinery

Apparently there's an obscure statute that says any new mechanic has to have an artifact that uses it in a broken engine.

Psi crystals shouldn't be easily obtainable on the first turn, and this helpfully includes a tap so it's harder to generate any sort of loop with it. But I'm sure any amount of "any amount of mana" cards will be so weak it's useless or broken :)
