You know, I had a couple different people who thought this was a reprint when we drafted 20XX. I guess that's a good sign. The card is a believable Magic card. Maybe it's just that this is the card people thought Cackling Flames should have been. There's nothing wrong with that card... 5 damage for {3}{r} seems good to me... but the card has a rating of 1.82 on Gatherer anyway. Goes a long way to show what people like and demand from their cards...

What about this has to do with ice?

The picture helps, which isn't present right now. It's supposed to be 4 damage from a fire spell, and 4 damage from an ice spell. Magic has used extreme cold for direct damage spells in the past (for example, Glacial Ray and Skred), but, I admit, the further away we get from Champions and Coldsnap, the less sense this begins to make.

Now that I think about it, it doesn't help that there's a card called Fire // Ice. I'm sure people will be looking for the parallels when there are none. I suppose this needs a new name, eh?
