Are apostles like Clerics?

Milling cards can happen cheaply at high volume. This will be able to produce a lot of tokens in a dedicated deck. Using a more manageable "Create P tokens, create Q tokens instead if at least M cards have been milled this turn" seems more advisable for a low cost.

This card will only appear in a draft set im building for commander for a couple of friends. The power level of milled cards will be adjust in consequence but thanks none the less! Im probably gonna tweak and balance it further down the line.
