Twiddle can untap as well as tap, and can affect artifacts and lands as well as creatures, and is an instant.
So, this card isn't just being "overcost Twiddle"; it does not do those things. But, this card can work with white or blue mana, and also can add stun counters.
Yes yes; you know what I mean. It's just that both modes here are kind of high cost. I'm not sold on the flexibility of having both being enough to make up for it.
