Costly to turn into a basically-permanent tapdown; but it does also give you the option of just being an overcost Twiddle.

Wait - uncommon? Is {u/w} creature 'removal' really that terrible?

Twiddle can untap as well as tap, and can affect artifacts and lands as well as creatures, and is an instant.

So, this card isn't just being "overcost Twiddle"; it does not do those things. But, this card can work with white or blue mana, and also can add stun counters.

Yes yes; you know what I mean. It's just that both modes here are kind of high cost. I'm not sold on the flexibility of having both being enough to make up for it.

Notably this can stun other creatures than just the one you tapped

I could have sworn I added the {1} to only one of those costs. So, would {w/u} as a casting cost and multikicker cost be fine? I wouldn't think so, considering Rush of Ice, Take into Custody etc.

I think mv of 1 and multikicker 2 would be fair

Yeah, if it's only {u/w} to kick then it looks a lot more interesting.
