There's a number of these "Wizards would never print that card" in the set. When people see these cards, they have a tendency to react negatively... but when they draft with these cards, their opinion tends to flip.
This is also one of the first "Wish" cards we're seeing. It's a minor theme of the set. Also, blah, blah, blah, wisdom.
Huh. It's not that Wizards wouldn't print this, but that they can't. Rarity isn't defined in game.
Well, "can't" is very hard to claim absolutely. They'd need to change the rules, definitely. They'd also need to change not just the Magic rules but the tournament rules, which currently state all copies of a card with the same name are treated identically.
Mm. True. Luckily, none of this effects the draft environment, which is all I really care about. Common Wish is a fun card to play when you don't have to worry about real world concerns. Outside of its intended universe, though, I assume its a gigantic headache.

You can define the rarity of a card as the rarity when it was first printed, like how they did with expansion symbols.
Awesome card. Personally I'd define it so that if a card is common anywhere all versions of it are common (Pauper).
