Ok; I get the flavour, and I largely like the ability. Especially that a second copy in hand can be cycled to trigger the first one.
But it sets up an infinite loop if you play a second one, which kills the first due to legend, which comes back, which kills the second due to legend, which comes back...
You probably don't want to make such a thing quite so easy to acheive.
That is why there is only one in the deck
