no, glitches dont have hierarchy, and definitely not made of sand.
Arc sounds kind of like a computer processor or something so maybe Processing Glitch of Sand... i dont wanna just drop sand...
I got an idea for one that maybe comes from the heart of the universe or plane i guess and acts as buffering, so it pauses reality so everything can catch up and time doesnt fail miserably. It could also get rid of problems by turning them to Foo, a generic-average material or something.... Sure. A caretaker of the universe.
