So hand matters and bounce to top (ignoring the green hate there)

So simic card. Maybe whenever a creature activates a non-mana bility you may pay 2 to bounce it. At the beginning of your upkeep, you put x countes where x is cards in opponent hand.

well that would fit, but maybe instead we just use freeze instead of bounce, that way just makes more sense alot more.
