Nice. Should probably tap for that, I think thats how they do it, no matter what the ability is. (even legions landing does )

That's OP, dude. It's way better than drawing a card and drawing repeatedly is already crazy strong on a land. There are many cards you can compare this to and see that this is quite absurd: Arch of Orazca, Sea Gate Wreckage, Grim Backwoods, and Seaside Haven.

This seems to compete with Library of Alexandria, which is a card banned in both Legacy and Commander and also manages to be restricted in Vintage.

Look at Grim Backwoods: four mana in two colors, and you need to sacrifice a creature, for a lesser card draw effect. You could probably do "{2}{u}{b}, {t}: Surveil 1." I'd even run that.
