Seems like a headache to cast.
Also flavor isn't top notch
Should be much more of a temporary thing since it's just pause not completely mess. The idea of it affecting permanents fits the world part tho
Love it.
This and Simic Masterpiece are both great focal points, but this one is much more creative imo, and i'm sure the other one has been done before to death. this is really cool.

Idk man. Feels like it's missing something. With Mycosynth Lattice it seems that the idea is to turn everything into colorless artifacts - hence, changing it so that color no longer matters when it comes to paying for mana costs.
With this, it says "this gets +1/+1 for each permanent" and the second ability turning stuff into colorless is relegated to flavor only barring some niche scenarios. The scenario is somewhat similar to Mycosynth, but the story it tries to tell is clear where as here it's ambiguous. It seems like it's "draining color", but it also gets +1/+1 for lands (which are colorless by default) and from other stuff that's already colorless.
Have you thought about in detail what is the design trying to tell?

I'll give you one last proposal and then leave you to having your wizard tribal be divided:
Guardian Wizard - 1uu 1/3 Creature - Human Wizard Spells your opponents cast that would target one or more Wizards you control cost less to cast : Effect, activate this ability only when an opponent casts a spell that targets a Wizard you control.
Remember, to do this you'd have to take the hexproof clause off of Grand Wizard. Actually, i tink i just said that, that's my bad... I don't have veery good reading comprehension myself :(

Those first two line could converge. This is fine at mythic, but doubt this can be pushed to rare now, so dont try! :)
by the coverging bit i mean write it as: Wizards you control cannot be countered as spells, and have hexproof as permanents
now it works with guardian wizard

Maybe shouldn't exist, with Grand Wizard of The Council in play, this will never be useful.

It may actually be a major upside, if you plan to make this a theme, or even have this card.
And yes, these two abilities hate one another, your opponent can read your cards, you know?
