I think the latter two abilities would make an awesome card by themselves. Their kind of a nonbo if you dont know how to pilot around it, but otherwise kind of deadly :P
The first ability to me makes this seem, as secret said, an assortment of abilities.
Why isn't this a Spirit Beast? Spirit especially would seem to fit the colors better...

This seems to be costed right, it's not just monoblack, but thats also not a huge problem late game, but also it doesnt trigger anything vampyboi's card does, so maybe in a way it's kind of balanced. This seems a lot different from vengeance, because to me , the small difference is that this is more of a control card (kinda like Axis of Mortality) and vengeance is something you'd play in all sorts of decks, but perhaps most fittingly a life gain / loss trigger decc
I am not debating this isn't a rare, i wanna put it out there I could see this as a mythic. Also the flavor really ties the card together imo.

I don't know what this was before the redesign, but this is just horrible. You are straight locking players out of getting colored mana from their fundamental mana base.
Are you actually unaware why Blood Moon only affects nonbasic lands?
Also weirdly enough your opponents now get infinite colorless mana from their Forests.
Doubling is easy. Halving probably needs a rounding clause. I don't recall there being any default in the rules.
The concept is cool though. Costing close to, but less than, Sorin's Vengeance is not wrong for a 20 life game.
The second and third ability care about your life total - it would make sense to eschew "target player" and lose "you" in the first ability to match those up better; without the connection the card looks less like a whole package and more like an assortment of abilities.
That's especially true since the second ability is strong enough to carry a design itself. Overall full Serra Avatar-size boost is actually going overboard and drowning out the rest of the design.

this seems to want to be a grower, and those two abilities don't not synergize, they just seem to be different things. I was thinking classic eldrazi with the first ability, and the second instantly made me think of mycosynth lattice.
I'd suggest making the two zone parameters the same.
so either:

I prefer the former, as it feels more eldrazi, and far less broken. This would probs still cost 7 tho, because is colorless itself.
So i agree with tahazzar that the gameplay as well as flavor aren't really well done. I believe that's what he was saying, if phrased a bit odd because i tried not to just state my own opinion w/o any relevance to his last post
