For the moment, this cardset follows two templating/rules changes that have been discussed by WotC members but not currently implemented:
1) Removing rule 306.7 ("If noncombat damage would be dealt to a player by a source controlled by an opponent, that opponent may have that source deal that damage to a planeswalker the first player controls instead.") and any direct damage will only be able to damage planeswalkers by targeting PWs or directly listing damage to them.
2) Modifying rule 608.2b by removing the line "The spell or ability is countered if all its targets, for every instance of the word “target,” are now illegal.".
We think that both changes are an overall cleanup and fairly likely to eventually occur in the real game. Cards will be playtested under those rules and development will be done with these changes in mind, though we expect it will meaningfully impact very few cards, if any.
This may be revisited later on, especially if further information about the plausibility of these changes comes out from WotC.
Mirror of Dune Grizzly, but 4/2 is a lot stronger.This is intended to be a pushed, set theme conveying/supporting vanilla for constructed ala Isamaru, Hound of Konda, Woolly Thoctar, or, most closely, Watchwolf. Definitely under scrutiny at this cost, but watchwolf hasn't been good enough for a while and 4/2 isn't that much better than 3/3.
Also worth noting that this is worse than a common hybrid 2 drop common from years ago, Frostburn Weird.

It is. Although it's hard to say exactly because black is still somewhat new to getting low power high toughness cards, I expect that B could probably get a 2/4 for 2B in a modern set without trouble, and also a 2/4 for BB, considering Dune Beetle. Between Garruk's Companion and Colossadon Yearling at common, I'm also quite confident we could get a 2/4 for GG. Where it get's pushed is that g/b g/b is a much more permissive cost than either of those. In the context of a normal hybrid block I would expect a b/g b/g defensive vanilla to have one fewer stat point to compensate -- 1/4 or 2/3. However, vanillas are a theme here on Muraganda, primarily in G (followed by B and R). So we've made a conscious effort to allocate a larger fraction of power points than normal to vanillas, as one extreme of the pendulum rather than a creep of the baseline. As long as it isn't actually too strong for a common, which we're pretty sure this isn't, it is probably doing a good job conveying a theme and supporting the harmony mechanic so it's pretty likely to stay.
Some other examples of this are Tenacious Tortoise and Raptor Alpha.

Flame Javelin. Not much room in WOM right now, and want to save some cool reprints for SVU. Still unclear if Procession can work, but it would work with any spirit synergy cards in U here.

Yeah, instant and sorceries affected this way just won't do anything as they resolve -- we thought that was the more clear interaction, so we just have reminder text for permanent spells right now.
It's probably mostly better than a negate right now, so we've discussed likely kicking it up to UU.

Huh. Comp rules 112.4a say "Spell abilities are abilities that are followed as instructions while an instant or sorcery spell is resolving. Any text on an instant or sorcery spell is a spell ability unless it’s an activated ability, a triggered ability, or a static ability..."
So yes, by my understanding, de-activates instants and sorceries entirely. Although I didn't know that until I looked, I'd never heard "spell abilities" before anywhere. Maybe I'd hear it more in a Murganda block.
Might need tweaking, right now, it's effectively "counter non-creature spell" plus nerfing many creatures, especially powerful ones. That's a reasonable spot, a slightly weaker cancel, but maybe focussing on one or the other would actually be simpler, I'm not sure.
I believe Animalize worked, so I think this should as well.
I think it's more confusing what happens with instants or sorceries. They end up completely blank, right? But I don't think that's especially clear.
No flashback, but U has a similar mechanic and B has a retrace variant.
