I don't normally like "may be aimed at either player" effects because one is usually better and the other is just a trap for newbies. But it fits the flavour here, and partly makes sense: if you have lots of cards in hand, it makes sense to use it on yourself; if the opponent only has one, it may actually be perfect to get them to cycle it if they've been saving it.

This red cycle seems a really good fit for "slightly offensive", I'm almost surprised it's not been printed already.

I like the forced rifling as a faerie ability. Seeing a small flyer in red is weird, though.
