This seems such an obvious weaker-counterspell I wonder why it's not been printed. Is it too non-interactive? I debated tweaking the mana cost or the CMC necessary.

It's normally card/tempo advantage, but not ridiculously so.

There was Prohibit, which could be this for {3}{u} or a weaker this for {1}{u}. It's a reasonable soft counter, indeed.

Or Thoughtbind indeed, which I hadn't noticed. But suggests this is costed fairly well.
